We know that Stephanie Simmonds long ago published a book and showed that refugees have no different health needs normally than those that are introduced by crowding them in camps! Book was published by OUP in I believe 1985.

The Reproductive Health for Refugees Consortium (RHRC) has produced field manuals for assessing refugee reproductive health needs. I've found earlier versions of these manuals and guidelines very practical. You can download them at: http://www.rhrc.org/, (under the 'field tools' section)

It deals with the emergency phase and post emergency phase. Amongst others the top ten priorities in the emergency phase are discussed:

WHO were developing a manual / guideline on this subject a couple of years ago, not sure what the final copy was like, but I saw a draft of some early chapters which looked v good

Try looking there or perhaps someone in this group knows the details of what happened to it.
